DESCRIPTION:

Under the direction of the Human Resources Division Director, this position performs highly complex (senior level)l human resources management work to include administering human resources management programs related to volunteer recruitment, retention, recognition, promotion, and agency program oversight. Answers complex human resource questions related to volunteer work and resolves routine to complex issues. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Program Oversight:

Manages the agency’s volunteer program in accordance with volunteer management statutory guidelines. Provides agency-wide direction, guidance, and technical assistance to volunteer coordinators, including leadership of the volunteer management committee. Coordinates volunteer-related policies, procedures, and manuals. Researches and monitors current laws, best practices, and trends in volunteer management, and advises staff accordingly. Evaluates the effectiveness of agency volunteer programs and services. Prepares the volunteer program budget and monitors expenditures and contracts. Develop solutions to highly complex volunteer issues by applying procedures and policy. Plan, design, and conduct meetings, workshops, and training for volunteers, managers, staff, and upper management. Serves as a liaison between volunteer coordinators, legal staff, and the agency safety officer. Collaborates with legal staff on volunteer insurance matters and works with the safety officer to analyze volunteer accidents, risks, and exposures, recommending measures to improve volunteer health and safety. Analyze data for accuracy, prepare quarterly reports, and maintain external volunteer web pages.

Maintains internal and external volunteer management webpages and communications channels to share information and gather feedback. Develops and participates in recruitment, retention, and recognition strategies. Builds and maintains relationships with organizational partners and oversees community relations activities, including media and public engagement.

Provide advice and counsel to volunteers, employees and management on issues, rules, and policies related to volunteer management, including handling complex questions. Provide guidance and technical assistance to HR liaisons, volunteer coordinators, hiring managers, and division directors on volunteer management topics, including the volunteer management system. Administer the volunteer management system and provide technical support to staff and volunteers.

Qualifications


MINIMUM QUALIFICATIONS

Education :

Graduation from an accredited college or university with a Bachelor’s degree or higher.

Experience :

Four years of experience administering complex volunteer management and/or recruitment initiatives.

Three years of program or policy administration, to include budget oversight, establishing program goals and objectives; and/or developing program guidelines, procedures, policies, rules and regulations.

NOTE : Experience may have occurred concurrently.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.

NOTE : Retention of position contingent upon maintaining required license


ACCEPTABLE SUBSTITUTIONS

Education :

One additional year of experience related to administering complex volunteer management and/or recruitment initiatives may substitute for 30 semester credit hours of the required education, with a maximum substitution of 120 semester hours.

Experience :

Graduation from an accredited college or university with a Master’s degree may substitute for one year of the required experience.


PREFERRED QUALIFICATIONS

Education :

Graduation from an accredited college or university with a Bachelor’s degree in Behavioral Sciences, Human Resources Management, Business or Public administration, Organizational Development, Non-profit Management or a related field.

Experience :

Six years of experience administering complex volunteer programs.

Experience in training others.

Experience in national service as a member of AmeriCorps or Peace Corps or similar program.

Licensure :

Certification in Volunteer Administration and Management.


KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles and practices of volunteer management.

Knowledge of program administration responsibilities, including but not limited to budget, purchasing and contracts, human resource management, safety, and policy administration.

Knowledge of instructional methods and training techniques.

Knowledge of federal, state, and local laws and regulations governing volunteer management.

Knowledge of employee relations and investigation procedures, strategic planning, and/or budgeting.

WORKING CONDITIONS

Required to work 40 hours per week.
